Yeah, SARS must go to the informal sector and go look for that money at the so-called poor where billions of Rands, trillions of Rands are floating around. Leave the middle class alone, they are not stealing or cheating SARS, they are not hiding their money. It all dried up and is now with the poor. Go tax them and put them in jail. Go do those crusades in the locations across the country.

That means they have to actually do so work to get something in, and besides the voters are the ANC's holy cows.
SARS will then soon realize they will need to run this country with the minimum money they can get. They better start preparing the cronies for this too.

Almost by definition the informal economy is untaxable. Obviously they are taxed in a sense if you consider indirect taxes like VAT, the fuel levy, etc but nailing them on direct taxes like income tax becomes near impossible. The use of cash, the informal nature of ownership structures and the lack of traceable assets makes it very difficult if not impossible for SARS to even guess how large the informal economy is, never mind how to tax it. All the usual compliance tools at SARS's disposal like lifestyle audits and 3rd party data from banks, deeds offices, CIPC, etc simply don't work when you have people who are essentially ghosts with no traces in the formal economy.
