SAT-3 for all?

I'd like to revive this thread cos I feel this bit is quite significant and hasn't had much discussion:



"a list of essential facilities"

Now the cable is a given, but what else might they take control of? We all know the national network should never have been privatised, think there's any chance of the government regulating the resale cost (to cell cos, ISPs, etc).

Well you can't really nationalise the whole of Telkom. The only other thing that needs to be declared essential I think is the local loop. Neotel already have a fibre network and other companies can self-provide, but it wouldn't really be economically viable to duplicate the local loop.
 
Well no, but they could probably regulate the resale of IP transit. Here's my thinking, I'm not sure how much sense it makes.

If there was no monopoly, other companies would have developed their own networks. Since they have been deprived of the chance, they should now get access to Telkom's until they have a chance to develop their own.

This is what Ofcom did to BT in the UK - Every Tom, Bob and Harry was suddenly offering broadband. At first it was slow, because everyone was using BT, but as each ISP started building its own network their ability to provide 2, 4, 8 and 24Mbit/s connections expanded.

I guess this assumes a more liberalised network, but even for SA's "managed liberalisation" it would make sense in the long run.

When you say other companies can self-provide, what exactly do you mean? They can build their own networks?
 
Sounds like an idea. Yeah, I know the cell companies and Neotel can at least, not sure who else is allowed to.

Only companies licenced by icasa and DoC; and the municipalities which seem to stand outside this whole system(?) Who's allowed to dig holes in the street? Um, nobody.

... and at the end of the day all roads lead to telkom and the international landing stations (to which only telkom have access.)
