What is the solution?

His device is network locked.
Yep, I think you are correct.
The only sentence that makes sense is his Thread Subject.
I've now added to the thread title to indicate that e15e is in Saudi Arabia, and that this is not a South African problem where both Vodacom & MTN do not network-lock HSDPA modems.

You will have to take your E220 back to the company that you bought it from, and ask that company to unlock the E220 so you can use it on other networks.

Yes, I am from Saudi Arabia .
I apologize for writing in a non-clear because I am at the beginning of learning the English language :( .

so I am soory :o .

I will try this proposal .

Is there another solution?

I went to the company and asked them to unlock the modem for use it with other networks ŘŚ they replied rejected. :(

Why don't you just load the Default Stock firmware onto the E220 Modem?
Although, this is not recommended unless you Know what you are doing.

@e15e

I recommend a firmware flash like ld13 mentioned, but can't guarantee if it will work personally though.

Go here: http://www.huawei.com/mobileweb/en/doc/list.do?type=-1&id=736

Download the first file. You then need to plug your E220 into the computer. Then you need to run this file you just downloaded, WITH NO INTERRUPTIONS! It should refresh the firmware of your E220 so that it is unlocked again.

Warning: You have to know what you are doing. Because if anything go wrong, you can "Brick" (kill/break it) your modem.

I don't think that a firmware flash will remove the lock unless it is a software lock. I wouldn't try this until the modem is unlocked in case you damage it permanently. Don't try to hack the code as you are only allowed 10 attempts before you disable the modem and this may disable it permanently.

You have two options. Either ask the provider in Saudi Arabia (Mobily for example) for the unlock code. You will need to supply them with the IMEI and serial numbers. Some providers will give you this information free of charge, others will not.

If they won't give you the unlock code or it is too expensive, the second option is to send it away or to take it to one of the shops that unlocks cellular phones etc. The unlocking company needs to have a product called Datacard Unlocker or DC-Unlocker. I don't think that there are any other products that can do this. DC-Unlocker sells for around 150 Euros so it is quite expensive which is why you should rather find a company that can unlock it for you for a lot less. The unlocking company needs to run the software on the modem directly so they can't just send you the unlock code via e-mail.

In South Africa some shops can do it for a fee of around 10 Euros but I think that the postage system is too unreliable so it might be better to do it in your home country or in Europe. There are other companies in Spain etc. that also offer this service. Let me know if you want more information.

I also have doubts about a firmware flash being able to remove a network lock on the E220, if e15e does try the firmware flash option, I suggest that e15e finds a firmware version for the E220 that is specific to the network e15e wants to use, but best to explore the options that Yotch has posted before trying a firmware flash.
