"Secure connection failed" on several websites

For the past few days, I'm getting "Secure connection failed" on my browser when trying to access certain websites that I've never had any issues with in the past. The most recent is clicks.co.za!! Also www.nakedwines.com. The error message is: "An error occurred during a connection to clicks.co.za. PR_CONNECT_RESET_ERROR The page you are trying to view cannot be shown because the authenticity of the received data could not be verified. Please contact the website owners to inform them of this problem."

This happens whether I use Firefox, Chrome, IE or MS Edge under Windows 10 on my laptop, as well as Chrome on my Android phone. If I manually remove the "s" from the "https://", then I get redirected to http://flex.vodacom.co.za/err/zerod-web/p/zerod-home/#/splash404, which looks like this:

I have a Vodacom data-only contract 4G sim in a Huawei E5573 wifi modem. The laptop and phone both connect to that modem.

Any suggestions as to what the issue might be and how to solve it?

EDIT: I just connected to a VPN and the problem disappears - I can access these sites. So what clues does that give?

Is your date and time correct on the PC?
Sounds to me like a Voda issue - I also have a vodacom fixed LTE setup but don't seem to be having those issues.
Yes, date and time on laptop are correct. Phone gets date and time from network. The Voda contract isn't fixed LTE - I can take the sim anywhere I like and it works.
 
The issue is Vodacom related.. looks like their proxy is breaking SSL traffic for one..
