Announce tolling.
Announce normal rates (Quoted in this article)
Wait for public outcry and political bandwaggoning.
Announce that you have decided to make an eTag option that will reduce the cost by three fold and cap it at R500
Claim that this was due to public outcry
$$$$
Profit
