My vote: Other, simply because it is already illegal to discharge fireworks.

Fireworks fall under the firearms and explosives control act and it states that only certified pyrotechnicians may discharge fireworks and only with an approved licence for the event and at an approved location and with the fire department present, hence the organised fireworks events in the past.
Illegally discharging fireworks carries the same penalty as for illegally discharging firearms or explosives.

Unfortunately, like with many laws, the law is not policed, hell the police mostly don't even know the laws themselves...

It is, however, legal to sell fireworks to anyone.

Fireworks should only be allowed as fireworks displays, done by licensed persons. A proper fireworks display, presented by authorised, qualified persons, like a fireworks display after a sports event, or a celebration, e.g. at the Waterfront in Cape Town.

That's one of the reason why COCT banned fireworks. It's difficult to tell whether people are shooting real guns or fireworks. They also have that system in some areas that checks for and triangulate where gunshots are coming from. Without the ban on fireworks all the money they spent on that thing would be a waste
