It would make for an interesting conversation, because obviously the non-tax payers will cry about this. But then we can have an optional income tax that is perhaps at 5% where the poor can also opt to pay tax, which will grant them voting rights. They need to pay at least 3 years of tax, before being eligible.

You mean, you only get to vote if you have to submit an annual assessment to SARS for the last five years. (Have to have paid taxes every year since the last election and don;t have any outstanding amounts).

Using income as a metric for who is allowed to vote is a slippery slope. You might wanna watch Braveheart again and see what happened when only the nobles were allowed to vote while the peasants were just told what to do.
