The only caveat here is that when you do delete a Tweet that you also delete its metadata, or better said its engagement metric in addition to the other social metrics. Where it might not concern the ordinary user, these are tools used by those who uses Twitter to promote.
 
As long as it keeps a history of changes that anyone can see

Exactly. It wouldn't make sense to delete something trending or a promo.

What's wrong with deleting and posting a new/corrected brainfart?
 
Your mistake could make it a valuable nft.
 
Being able to edit a tweet is a bad idea. It would make comments, retweets and replies meaningless - unless as soon as a tweet is edited, all replies and retweets are deleted. That would create a horrible mess. Person A tweets 'Nazis are cool' - outrage results; then edits the tweet to say 'Nazis are fools' ... what happens to the replies?
