Slow ADSL for some Telkom Internet users

We've been having terrible ADSL throughput in the Tyger Waterfront business area of Cape Town as well for about 3 weeks. I've contacted Telkom on numerous occasions and every time it's the same excuse... congestion at Santam exchange. Seems to have got worse after the MSAN upgrade. Is there a way to tell if your line is connected to a MSAN or DSLAM??
