Slow torrent speeds

Hey guys. I'm getting really slow torrent speeds (10-70KB/s) on a 4mbps line. It's 10:20 on a Wednesday night so I don't see why it's so slow. I'm with Afrihost. Is the problem with my ISP?

hahaha, jk. I'm on holiday so I'm struggling to remember which day it is.

I use a seedbox to get around torrent issues

This is the reply which I received early this morning.

Kindly note that the uncapped network is experiencing some latency issue's, due to the
capacity available on the network at the moment due to the IPC allocation.

I gave AFRIHOST same information from my side which they required to investigate latency issues.

Had the same experiance last night.
