So Err, what the hell with this latency?

So last night my ADSL connection (SAOL - SAIX) goes down and 5 minutes later its back up again, and my latency seems really awesome all of the sudden. I tested a couple of servers and European servers were all of the sudden much faster to get to, all in the 200-280ms. US servers seemed entirely unaffected and were still at ~330ms.

Code:
Tracing route to europe.battle.net [213.248.106.66]
over a maximum of 30 hops:

  1 1 ms 1 ms 1 ms 192.168.1.1
  2 22 ms 21 ms 19 ms 1.13.177.41-get-oneprice-adsl-for-only-R169.cybersmart.co.za [41.177.13.1]

  4 43 ms 42 ms 43 ms wrbs-ip-esr-3-wan.telkom-ipnet.co.za [196.25.3.37]

And now from this morning its back to "normal" again, longer route, double the latency, some European servers in the mid 300, lots of them over 400:

Code:

So what is going on? And why is our traffic routed this poorly? Does it save someone money somewhere? It seems like, with proper routing, we should be getting ~200ms to European servers. Why aren't we?

So last night my ADSL connection (SAOL - SAIX)

Your traceroute indicates you are with Cybersmart? A traceroute from Cybersmart looks identical to your second output?

Looks like they switched providers to SAIX for a while & the results of that look pretty good.
What time last night did this happen?

I'm with SAOL, which is the same thing as Cybersmart as far as I know. To the best of my knowledge it has ALWAYS been SAIX.

Hasn't been since December last year, they provision their own bandwidth.

Well I guess they just lost a customer then, since my issues have been a lot more frequent recently.

Their support is worhtless anyway.

As of last night I noticed huge packet loss over telia networks.
