Let me use an example of someone I know..... called X 
Now X has never been the type to go to movies, probably been to about 3 in the last 5 years. He hardly watches much TV as he finds it inconvenient to have to watch when the broadcaster says he should watch, or most of it is just crap. Now he has uncapped internet so he has the ability to download the latest movies. He does so and watches them when it suits him. He is still not that big on watching TV so probably only watches about two a week. X WOULD NOT HAVE WATCHED THOSE MOVIES IN THE CINEMA OR ON DVD ANYWAY IF HE DID NOT DOWNLOAD THEM. GUARANTEED!
His GF (Y) loves some of the series but because they decided DSTV was too costly for what you get they stopped it a while ago. Now bear in mind they stopped it prior to the uncapped internet! X now downloads them for her to watch. Now if X did not have the facility to do this then Ys sister had already suggested that she would record them and then give them to Y to watch. BOTTOM LINE IS THAT X AND Y WOULD NOT HAVE SUBSCRIBED TO DSTV AGAIN ANYWAY THEY WOULD HAVE JUST MADE ANOTHER PLAN!
X often sees some interesting software online. He has no real desire or need for this software but would like to give it a try. An example is Photoshop. X is not a professional photographer and does not need professional image editing software. He could just as easily use GIMP for the few things he does do. However, he thought he'd give Photoshop a try. IF HE WAS NOT ABLE TO DOWNLOAD IT THERE IS ZERO CHANCE HE WOULD HAVE BOUGHT IT AS HE HAS NO NEED!
Obviously you will get people who used to go to movies a lot but now downloading means they are no longer doing that thus affecting the economy but in Xs case this is not so. Of course the pirate police cannot differentiate between the two so to nail the former X will need to get nailed too even though he has very little effect on the economy.
