Wasn't this a Shaik benefit job? But no doubt Messrs Shaik paid a good percentage to Lootfreely house for the privilege of printing millions of little plastic cards every year.

Three problems with licenses- 1. System not thought through at inception. 2. Incompetence in execution - from minister to workers. With the first problem nobody counted the number of licences and then divided the number of workers and parking spaces at licence offices into that. 3. Cadres want mooooney....
