As I mentioned, I don't care about service delivery. Many other people do. I am, right now, talking about the metric that matters most to me
The figures I am interested in, as Paul nicely pointed out, is GDP per capita growth

So you are saying that DA has a say on the monetary policy ? On the finance industry regulations, on the labour legislation ? Without this, they have no control whatsoever on major economical factors that impact directly the province.
As I mentioned earlier, they don't have any say on Financial or Monetary policy (And neither does Gauteng). That still leaves a hell of a lot economic policy available to them (Which is Alan Winde's entire job)
So given the equal situation, I would expect the DA to be doing much better at GDP per capita growth. The reality seems otherwise (Although Paul could pull out some stats and prove me wrong. He has done it before
)
I think its very impressive considering it took years just to fix the problem of cadre placed officials.
But no, it will take decades (if ever) for the WC to beat Jozi in terms of GDP. Jozi is much better located for delivery to the rest of Africa compared to Cape Town. It has had heavy industry for centuries based around mining and such. It would take a major national effort to move all that industry to Cape Town. Thats not going to happen. So no matter how well the DA governs the WC, I highly doubt it will ever eclipse Jozi. Everything is geared up to supporting Gauteng. One tiny example of this is I can send my stock directly from East London to Jozi via train but I cant with Cape Town. For me to send stock to Cape Town it has to go via De Aar and becomes a 28 hour trip.
Unfortunately the DA does not have Chuck Norris as a PR, so I dont think your dreams will ever be achieved.

GDP, no. GDP per capita however we should easily be able to over take them. A decade ago Cape Town was the financial capital of Africa (A position it has enjoyed for a few hundred years now) while JHB was the industrial capital. Now it shares that title with JHB.
That being said, Minister Winde does seem to be doing some very interesting things (albeit with quite a long term focus). Lets see if it pays off (And it will be easily measured by WC's GDP per capita leapfrogging Gauteng's)

I never knew Cape Town as the finance center of Africa. That was always Jozi for me. How did you come to the conclusion that CT was the finance capital of Africa?
Most of the head offices are in Jozi... and have been there since all the gold and diamonds were found there. Jozi is the city of Gold. Im more interested in the many many many entrepreneurial programs that Cape Town is running. My online company got invited to one of the conferences there by Payfast, and it was great to see so much effort being put into the entrepreneurial space.

Have you taken into account the inherent inequalities between the two provinces at the start ?
Gauteng has more mining for example, while WC has way more agriculture than GP. The structures of the two provinces economies are not comparable at all, therefore the GDP (per capita or not) is not an appropriate measurement.
This is why I was showing earlier the average income per household. Which is higher in WC.

Almost all of that mining was financed from CT
