Okay,

I have a laptop here that's CPU usage stays high.

I did all my normal tests using Ultimate Boot CD but eventually, I backed up all the data and then formatted and reloaded XP.

Installed some drivers but the problem is back, almost immediately.

CPU usage stays at close too 100% even when doing nothing.
The laptop basically stops working (crashing if you will)

Now, this laptop in question is not in good shape at all but having said that... any ideas as too why this is happening?

Enter BIOS (press F2 during startup) and reset the BIOS to factory default (press F9) and save it (press F10).

Did that, didn't help.

Another thing to mention, during XP reinstallation, the took FOREVER during "Device" part of the installation.

Hmm, try disable your sound in device manager and see if that helps. If it does, then it could be your sound drivers.
