I believe there are a significant number of South African who choose to come back for a variety of reasons. Emigration isn't a simple thing and it doesn't suit everyone. You need the right motivation in the first place and things like fear of crime are not really enough in themselves to sustain the dream. It's best to have a positive reason for going as well.
I also find it sad when I hear people I know (usually in their 30's) talking about how bad things are and wanting to emigrate in a way that sounds like the received opinions of their parents.
