Its the lack of enforcement. The lack of law on the road.
Do we need more road laws... No, we have enough. Just enforce them.
Look around. How many cars drive over stop streets. How many cars drive over robots. And the list at traffic infringement goes on.
Tell me, how many knows that you can't stop, or even park in a turn? If I remember correctly, that is a R700 fine.
Driving in the emergency lane on the highway, Left side is also R700, double that for the right hand side. Been a while since I saw the listed fines on the ARTO website.
Oh yea... Minibus taxis is the biggest culprit, but they are by far not the only ones.
Sometimes this happens in front of JMPD, and nothing gets done.
This brings reminds me of a stories I heard that JMPD does not have fine books.
What about the normal Police then? Nope, they don't have jurisdiction in traffic infringements.
The legal system in SA is so fractured that you have to get the right type of cop.
In short, The roads are lawless, some people do what they want and get away with it sometimes right in front of traffic enforcement.
It's compounded with mismanagement, corruptions and poor maintenance.
I dare people to go dive like they do in SA in the US.
