Ofc, yes. It's not that way now because there are legal restrictions in place.If you own your own business, you are free to discriminate by not dealing with certain businesses
But it should be that way i.e. anyone should be free to decline association with anyone else.
Association is subject to consent and when you want to break it off, you fulfill your obligations, contractually, and go your separate ways.
This is only true until people suffer the real world negative consequences of missing out of profit.(I understand Muslim owned businesses do this all the time). You just miss out on incentives which try to encourage people to deal with everyone, not just their mates.
They usually then rethink their position, and change their attitudes.
