Stand alone pop3 email hosting

We are looking for a host who can accomodate our requirments. We are currently with MTNBusiness but have had constant down time since they took over the afrihost backbone.

We have about +-40 to 50 domains which totals about 700 to 800 pop3 mailboxes.

What we would require:
1) A control panel so that we can add and edit email accounts per domain as we require
2) unlimited mail forwarding
3) antispam and antivirus
4) 99.9% uptime

Nice to have
1) webmail
2) access to an authenticating smtp server.

Seems like basic requirements. My recommendation is compare a few hosts and go with the best between them with respect to price, uptime,etc.
