Static IP hack

I use No-IP for years now, but I run into trouble with software that only accepts an IP address. (dont accept my No-IP domain name)

Is there a router or software that can overcome this problem?

The server(with dynamic IP) is listening on port 12005 and 12006.

I dont have any experience with this, but I was wondering if one can't add a route in the Windows routing tables and the enter a fixed IP in the software?
 
How would one update to the no-ip or Dyndns server if your international is capped. I have been trying to get this working for a while now, but seem to have hit this snag. It all works fine if you have international bandwidth, but once that is capped it's useless.

Anyone managed to get around this?

On a side note, does anyone know of a product like Hamatchi that will work on local bandwidth?
