Steam being slow and unstable?

I have been using steam for a while now and I have always got a very unstable download rate. (speeds jump for 0kbps-200 or even 400 kbps) I'm Just wondering if everybody else's downloads are unstable?

Steam has never really been fast on downloads for me. I have hit up to 7mbps on a 100mbps line at work, but that was only once. Most of the time it hovers around 1-4mbps. At home I only have a 2mbps line, and hovers around 100-200kbps...

Strange... mine are pretty stable but not generally fast. I know its not my line, as other downloads fly.

Sounds like your ISP is shaping Steam.

Steam always maxes my line for me.

Well from my side.
I am not a happy steam user. It has good security but the overall it irritates me its slow it takes sometimes a while to open in the game I only use it because I have to if it was free choice I would have deleted it.

but back on topic my downloads lately seemed stable I don't know if they fixed something or my ISP opened a port but my regular download speed now is 700 KB/s and that made me happy. I am re downloading all my steam games but further on I really wish they could change a few things.
