(Little unsure if you mean the client or the game after purchase)BAD:
1. Steam is going to update itself, which is going to mean some 50MB of downloading
*Steamclient is 4MB. If you install the latest Steamclient, you get the latest version, no need to update it - just download it directly from their site if you're having problems.
*The game (even if bought in a shop) will require an unlock which usually does require a download depending on the game itself.
If you going to play multiplayer game, you'll need to keep them up to date, anyways. But for SP games or game you don't play often -> Right Click the game and in the drop down select "Do Not Keep This Game Up To Date".2. Steam insists that the game be updated to current version, which means that it is going to download game updates, all of them, before you can play.
I've found going to their support section has eliminated all the issues I had with Steam:

* I've only had the "Game is currently unavailable" when merging UT3 retail into Steam and was quickly solved by deleting a file (ClientRegistry.blob) in the steam folder.
