Couldn't agree more.
My point to them is this in all my support discussions: just disclose what is going on. If the products I am currently on is not able to supply me with the quality of service I need for what I need to do just tell me.
I will gladly look at other suggestions, but please do not bugger me around (and keep it all a "mystery") with all sorts of excuses for brown outs and slow speeds. Just tell me what I need to do and I will consider it seriously if you are still competitive in pricing vs quality.
