Isn't this one of the first things they fixed after the Nationalists went on their way?

Not a Tax Expert here, sorry.
What I do think they did was raise the base for taxation. In other words people earnings lets say below about R30K per annum don't pay tax.
After that the % of taxation applicable goes up according to what you earn.
About R500K and more and you fit into the Super Tax bracket. Plus minus 38-42%.
It is likely the people that earn between the base figure and the R100 or R150K per annum mark that are effected the worst by falling into different tax brackets.
That was more or less the way it did work.
Not caring to check now on SARS website, perhaps someone could post the tax applicable to what you earn.

As I am a provisional tax payer my personal situation is different and I have someone doing it for me. I don't query too much as I am not all that interested. :p
