Sump Compression

Good day. I had a problem with my van GWM Steed 5 4 x 4 TCI. Never had any problems with it. Went every 10 000 km for a service. It has 210000 km on the clock. 1st the morning I drove to work, engine warmed up and I saw vapours coming out of the seperate water tank and instantly stopped when I saw that. The car did not over heat. I opened the radiator cap and inside was oil mixed with my water. I took it to my mechanic, we replaced the radiator as well as the head gasket was replaced. After that I noticed sump compression. Then after about 1000 km I took it back so they can torque the bolts and replace the oil and also oil filter. I still had a problem with compression. I told the mechanic that I had a problem. Then yesterday I was travelling to Joburg and on the way there I heard a noise and suddenly lost power and a lot of white smoke, kinda blueish smoke coming out of the exhaust and the car shaking badly. I had a look at all the factors and a small part on the tappet cover ( diafram valve ) was shot. So I replaced it, cleaned out the intercooler and also the boost pipes of oil that was sucked in by the turbo. Started the vehicle and the same problem persist. Sump compression, oil pumping out of the dipstick. Could this be because of the head gasket replacement or something? Please can you assist.
 
Blocked pcv hoses, or seriously worn piston rings, or both
