Taskvar.exe - System Error

Hey guys, I'm a bit stumped here..

I keep getting a taskvar.exe system error that reads "The program can't start because OpenC.dll is missing from your computer. Try reinstalling the program to fix this problem."

I don't know what to do. This happened after I tried to install Adobe flash player from this link http://vidmeo.pw/509201826/

I hope that wasn't malicious.. I did find it strange that i didn't have adobe flash player though.

1) I uninstalled Adobe and reinstalled from their website.
2) Ran cccleaner and that didn't help

Looks like everything is working fine so far but the error message is very persistent and pops up every 3 seconds if i click OK

EDIT: A friend sent me that link but he just told me now that his steam account was hacked..

Go to https://www.malwarebytes.com/ download, install and scan your PC.

Ran malwarebytes and restarted, issue seems to be fixed
