Telecoms overhaul bill signed

Anyone have a summary of what changes this should bring about? And WTF: "Modise said he would now meet with the Director General in the DoC in the very short-term to decide on when to release these directives"? "very short term" isn't that like "imminent"?... Just release the directives NOW and stop your freakin stalling.
 
Now the court case can begin too test if the bill is constitutional...

seems that the state law advisers thought that it was not which is why it has been referred back to parliament

the DoC has overreached itself in trying to control everything and overruling the portfolio committee in what was clearly a political process

predictable and sad but essentially a snotklap for Ivy

So ... a 1 man white company cannot provide a "electronic communications network services, broadcasting services and electronic communications services".

Nice.
That should speed up Small Business Development nicely.

Yip. One of my mate's dads in in just this position, owning and running his own business as a white man.

The primary object of this Act is to provide for the regulation of electronic
communications in the Republic in the public interest and for that purpose :-

(c) promote the universal provision of electronic communications networks and
electronic communications services and connectivity for all;
(d) encourage investment and innovation in the communications sector;
(f) promote competition within the ICT sector;
(g) promote an environment of open, fair and non-discriminatory access to
broadcasting services, electronic communication networks and to electronic
communications services;
(h) promote the empowerment of historically disadvantaged persons, including
Black people, with particular attention to the needs of women, opportunities
for youth and challenges for people with disabilities;

(m) ensure the provision of a variety of quality electronic communications
services at reasonable prices;
(n) promote the interests of consumers with regard to the price, quality and the variety of electronic communications services;
(p) develop and promote SMMEs and cooperatives;

Well we wait and see. The 24 Months before anything happen is to give TELKOM and SNOT chance to rearrange the market. By then ZUMA will be President and reverse it all to form a national communist dictatorship!

Sorry for the negativity but after a year of everything we experienced only when my Telecoms Monthly bill reflects any improvement, without degrading the facility or services again to make it wortwhile, will I become more optimistic. In this ZAR circus; what is implemented today is reversed or altered again within a few months, No stability as with the ZAR constitution!
 
I don't think those contradictions mean much in real-world situations. The main points of the bill that are of interest are how it controls LLU, the regulatory enviromnent in the telecoms arena, and competition in the telecoms arena.

Let's hope it addresses all of these and more accordingly (reading thru it now)..
 
Inertia ... the document contains zero specifications.
All it says is that somebody will decide something now and then.
It then highlights a body to make the decision and then says ... within the basic objectives of this act.

So ... off you go back to the basic objectives ... and the basic objectives are shagged.
