Telkom ADSL & consumer protection

When the new consumer protection came into effect I heard rumors that Telkom cannot charge their ADSL customers for land line rental that is not being used. What happened to that story or is it still ongoing? Does anyone know?
 
My telephone line just does not work, I have had about 6 technicians come in and "fix it" (while I am at work) but it just crackles so much that you cannot hear the person on the other end. I have just resigned to the fact that I will be raped for R137 odd for the rest of my life.

Telkom have policy on repair procedures, and repeat reports, I will ask for area managers number or request for escalation centre feedback if this is repeatedlt reported. Ensure appointment to visit when you at home, also ensure your socket/phone is not the cause, cos they will charge you abortive maint costs. Is this an adsl link? PM me tele number.
