I also read in the past pages that you have to create a new session for the changes to take effect. So, in other words, I should disconnect and reconnect?
Like other people have said, scheduling doesn't always work.
And in some cases, the throttled speed is even less than 384. That makes me a bit worried.
You need to provide more detail on what/how you are downloading. A number if clients for various platforms either have built-in scheduling features, or plugins, or automation features, or can be scheduled via os features.
If they PM me their username, I will try and provide them proof that they haven't scheduled as they claim (time permitting).
I haven't personally re-tested this since last year, because nothing related to this changed. I will try and re-test this week, again time permitting.

So basically if I start my download at 12:05 and end it by 6, it won't count towards my usage?
Is there a specific Steam server I need to set it to as well? I currently have my download region set to "South Africa - Cape Town".
Out of curiosity, when was this new AUP implemented? I don't recall getting an email, otherwise I would've gotten things set up long ago to avoid my current situation.

As I noted in a previous reply, the MWEB peering link (managed by wholesale) is congesting, even though it they have upgraded it twice in two months.
We have a number of initiatives in progress to address the cause of the congestion returning, one of which should have gone live already, but was delayed by hardware failure the day we were to start moving traffic.
The replacement hardware arrives today, if all goes well we may be able to start moving traffic over the weekend.

Yes. All traffic qualifies. Not just local. Not specific types of traffic. Not just in a "free zone".
