We had major problems in the Cape that persisted for many months. I have no confirmation that anything improved.
On a 2 Meg line I struggled to get 60Gb without being throttled despite mainly downloading overnight. This is well documented and the reason for many leaving the service, so let's not put our heads in the sand.
