Can you try with winmtr or pingplotter or mtr?
The high variability indicates something in the path is near congestion, and traceroute can give an incorrect view of the problem, where the other tools that ping all the hops simultaneously gives a better picture of where the problem is.
Tried WinMTR a few minutes ago. Here's my results:
