surely if wholesale has a line price then non-discriminatory measures should apply

and non-preferential here means that preference cannot be given to the largest competitor to Telkom Group ...

Wholesale will have to offer it as a product.
no product, no service.
simple.

Product will be the line rental + DSL rental at the same price for everyone (licensed everyones, of course.)

So you're saying they will simply rent out the infrastructure twice for anyone that wants to offer DSL?

Twice? You are confused.

Depends... if the ISP or ONO builds their own infrastructure (POPS, etc) and only want last mile access then they will only need the POTS line rental...
 
as long as it is provided at the same price to all, no room for complaint.

That is my point. Telkom can't very well rent it out and then dictate how it should be used can they? Whether I pay R200 for POTS or DSL and use DSL I don't really care. Just not going to pay twice for the same thing.

That will depend on whether you are leasing a POTS line or an DSL service (that will include a POTS line rental).

You won't be able to just lease a DSL service unless Telkom goes for naked DSL or LLU.

If they really lease infrastructure it makes no difference. ISP can decide to offer POTS service or DSL.

to keep the technical staff necessary to maintain the line
to amortize the cost of installation over life (which is shortened due to theft)

etc ... etc ... etc ...

especially as an imperfectly efficient operator
