The revenues actually go into the fiscus, then Trevor Manuel divvies it up and allocates according to his next MTEF - at least, that's the way it's supposed to work...
 
Er, k this is a really dumb question - but year end March 2005.... er, lol what time period's this over? (gimme a break... you don't cover this stuff in Grade eight :P)
 
Its over one year, i.e. 12 months :)
March 2004 - March 2005 = 1 year

All ins and outs are recorded annually as an accounting requirement. The MTEF is a planning tool for a 3 to 5 year period and reviewed annually, under-pinned by the fiscus and managed by the National Treasury. Its not as simple as it seems, however - there's a whole department (Finance) that does nothing else except this, and the complexity is exacerbated by the impact of the Reserve Bank, Customs and Excise, SARS - in fact all other departments and state agencies/organisations. I suppose the easiest understanding of the process and what happens to the revenues, is to listen and understand what Trevor Manuel says every year in his Budget Speech, unless you're prepared to read the voluminous tomes produced by Treasury...
 
Listened to a talk on the radio today about Telscums profits, and the analyst said something very interesting. Any company in Telscums position would do the same thing (charge as much as possible for their services as long as they have a captive "audience" who will keep on paying). The real culprit are our inept minister who created the environment for Telscum to make obscene profits, and not enforce a mechanism (competition anyone?) to combat this.

Makes me wonder if this is not also an example of "a genuinly corrupt relationship".....
 
I agree, Ivy seems to be pretty darn flummoxed when it comes to performing her job. She has most certainly created the environment we find ourselved in, and the rapacious people around her will not hear of change.

Telkom pays the DoC as well as ICASA, so they all go hand in hand shafting SA and dancing merrily along like a bunch of drunk fairies.

or listen to a judge once every three to five years and get an accurate picture of how things are worked and then only until the justice ministry is monopolised.
