Telkom service outages vs billing

Good day

Our neighborhood has been the victim of cable theft yet again but this time Telkom (Openserv) did not jump right in with some new copper, but first doing an investigation of sorts (well that is what I heard).

This has caused an outage from 15 April and is still going nowhere slowly. Now I don't really like to pay for services that were not delivered so I want to find out what are my legal rights pertaining to withholding payment for the next billing cycle (judging by the bill will run from 12April to 11 May).

I am more than happy to pay for 12 - 14 April, but the lines went awol about 10pm on the 14th, so I will not be entirely happy to pay from the 15th onward.
 
Class action is your only hope, Telkom won't do much if it's just you in fact they'll probably trash your credit record while your at it.
 
Don't follow Thor's advice.

Telkom will see, because you logged a fault, that you were down and credit you on the next months invoice.

I've had stolen lines twice before and they do credit you after a month for being down when you've logged the fault.

Don't withhold payment.
