I live in Edenvale, supposedly one of the busiest exchanges in the country. As a consequence, my internet is pretty much unusable for the busy times (18:00 - 22:00). I have some questions regarding this that I hope somebody can answer for me:

1. Is there no point at which Telkom is held liable for a certain level of service? I know they charge for UP TO 1MB, but there must be some sort of quality assurance?

2. They tell me that upgrading my line speed would sort the problem out, but it doesn't make logical sense to me because as far as I understand things, the congestion is at the exchange, not on my line, so having a faster line would leave me in exactly the same position. Am I on track with this, and if so, can Telkom be brought to book for telling me this nonsense, i.e. false advertising?

3. Is Neotel a viable home ADSL option at the moment?

Telkom does have a minimum speed on their 1meg line but its a lot lower than you'd expect so ask yourself whether the connection is really useless or just seems that way.

Your problem is exchange congestion rather than the quality of your copper. I don't know (or understand) the technical details, so MickeyD or co please correct me where I am wrong, but your line is connected to a port which has a specific batch of settings so the 1 meg ports (presumably they are all virtually distinguished) shares its contention with a pipe of a size designed to maintain the 20:1 contention ratio which Telkom maintains. By going over to a 4 meg port you would have a pipe that supports 4 megs on the same 20:1 contention ration and so it is probable that your speed will increase singificantly
 
Great help as always guys, thanks a ton, I'll just wait to confirm your line speed upgrade theory Paul, and will do a bit more digging on that front before making the switch.

The internet is really useless, for example, google searches time out. So I'm definitely looking to upgrade!
