Telkom 'shared lines'

Hope someone can provide some insight. In January my neighbour and myself started suspecting that Telkom shared our line. From searching this forum it would appear that it is possible but I have no idea how it will work and what the implications are.

Telkom came out a couple of times to fix problems but everytime it resulted in one of us being without either a phone line or adsl line. After the last callout my adsl and the nieghbours phoneline was working and we decided that we won't report a fault again. I need my adsl for work but never use the landline anyway and he had, in the mean time, due to all the problems, decided to go with a MTN modem. He needed a landline more than internet as he only uses it for email.

Now my neighbour has sold his premises and a restaurant has moved in. It could just be coincidence but my adsl disappears every day for just about the same hours as the restaurant is open. I'm very clueless with this kind of thing but would like to know if my suspicions could a) possibly be correct and b) how to I get it fixed properly, not the 'non-fixes' that I've been having thus far.
