telkom sms roaming

My daughter is in south korea and she need south africa sms's .
I did ask telkom to add sms roaming on the phone, they say it is activated. She install the sim, restart phone, it does not see a network.
Does someone have advice.

Option B is to do a sim swop, add roaming on the local phone, then courier the sim to her.

Last time I tried to courier a sim card DHL said they did not ship sim cards. Pestering Telkom mobile on twitter might work.

It could also be that Telkom does not roam in South Korea.

This form was filled in and confirm active.
Still when inserting and restart phone no network. I am not sure what network it must see. I saw somewhere telkom is covered by 2 networks in south corea

I did check courier guy site, I am sure a Sim will go.

Perhaps she can put the sim in a dual sim phone together with a working sim and use VoLTE ?

Or just in a phone with Vo WiFi support and connect to wifi ?
