This makes sense from the perspective of gated communities and complex type housing. The way I see it is that its a lazy approach to getting faster connections in places that would have been fibre candidates to begin with. If there are no last mile changes needed then it should be faster and cheaper to implement.
But my complex will be against altercations.

If push comes to shove and they don't uphold their end of the bargain I just stop paying.I relinquished my ADSL line some years ago due to the fact that at 16h00 our exchange becomes so busy and we only get speeds of 16k. There is no chance I would ever go back to Telkom. MWeb had me locked into a contract using Telkom crappy service which I had to endure for the entire duration of the contract. Neither Telkom nor MWeb would see me again. Telkom would promise it would be sorted by the end of the week, it's been years and I still hear friends in this area complaining. Those who have left I don't think would ever return to Telkom.
