I have an LTE solution from Webafrica which is on Telkom.

Has anyone successfully purchase LTE top up from the app?

Bearing in mind, I am with Webafrica. They are slow and offer little support (never answer the WhatsApp line)

I've got the same package.
You can't topup through Telkom.
Open your client area on Webafrica. View your services and then use the usage tracker.
On the tracker there's an option to topup.

They mention this on the Client area, albeit a bit obscure

I have topped up before via the method you describe, however, it's not instant - I've waited upto 5 days before. Really sucky.

Weird. It's always instant for me.
