TelkomInternet confirms new ADSL capping policy

I do like Telkom's new, more relaxed capping policy and there's a possibility that its a smaaaaaaaaaall step in the right direction. The theory behind it is sound. That bandwidth that isn't being used by those who don't need it should be passed on to those who do.
Something bugs me about this new policy but I'm not able to put my finger on it...

It makes sense what they are doing and even if they are still robbing you blind it is, as you say, a step in the right direction.AntiThesis said:
What is wrong with it is the fact that it is totally unfair on almost all the other isp's (excluding one or 2 bigger ones, you know who) as they do not have the bandwidth to share. Its also anyones guess as to what Telkom ISP is actually being charged for bandwidth.
Telkom is also the first port of call for anyone wanting an ADSL line, when ordering you are also prompted to open an ISP account with them.
This gives Telkom an unfair advantage in securing clients for their ISP business and allows them to offer this bandwidth sharing where smaller ISP's don't have the big pool to share.
As Telkom claim most people use only 1.5 gigs or so per month that leaves around 150 000 gigs to share amongst a small percentage of 'so called abusers', is this the amount being dished out to cater for this group? At 4% thats around 40 gigs each.

Also I bet they don't get charged R65/GB by Telkom (i.e. not the ISP division)
This policy is useless to most people. How can a business decide whether to buy more bandwidth unless they know exactly where they stand with respect to capping?
Also all this policy does is promote massive leeching by power users at the beginning of the month who will try and use the pool as quickly as possible. I bet that it would be impossible to d/l 8GB over a period of a month, because the pool will be capped by then, but you will be able to do 20 GB over a week while the pool is still available.

So, will IS be the first? Who's got the balls to take on Telkom? We do, but in this case big business needs to sacrifice some profits to tackle the beast. Will they do it? Perhaps they are waiting on the DotCo outcome. I'm saying hoard Telkom now! No better time! I am wasting binary here, aren't I?

This is how I am affected:
Local traffic is effectively just as expensive as international now.
I cannot plan my usage, as I never know when I will get capped.
Previously international traffic only amounted to about 5% of my total usage. I was still able to use email, browse local web sites, make use of local ftp mirrors, play on local game servers, make local VOIP and Video calls, stream local radio content and make use of numerous other local resources. This obviously has all changed, leaving me with a internet connection that is only 5% as useful as it previously was, yet despite the huge drop in value to me it is still just as expensive!
When you factor in how this new policy hurts the ISP market it is pretty clear that it is just another cyanide pill from Telkom, the only change is now the cyanide is extra strength and they have candy coated it a bit.
Skip: You seem to believe that the system actually works how Telkom claim. This is foolish and you should know better by now.
Despite what you would expect it makes no difference when you download, I know people who have been capped on the 2nd of the month with about 10G of usage. It really makes no difference when you download, the amount at which you get capped appears to be predetermined.

I use my telscum account at the beginning of each month. Rape it for all it's worth on international downloads. Updates and such. The legal stuff. Mostly
The rest of the month my IS account and the newsserver (whenever it's not down or acting up) works just fine for me.

If Telkom can have a relaxed policy then other ISP's should be allowed the same luxury. Telkom obviously gets a massive discount on bandwidth prices, which is patently unfair toward any other ISP.
Are other ISP's able to resell the TelkomInternet 3GB packages under their own name and thereby allow their customers to exceed their cap?
