I think he enabled it and is moaning because he is out of coverage area, or he is now roaming on Vodacom (where there is Telkom coverage), and should indeed disable Telkom-R using the USSD method.
Actually I get at least 5 of these every month and roaming is disabled.
My router is on 2300 Mhz and the RSRP is -66 dBm, plus I carry over at least 30 GB every month, so go figure.

Have you disabled roaming on the device or via the ussd menu?

Which is not effective at all, since Telkom-R is not roaming according to devices, they see it as legitimate Telkom. USSD method is only way.
