No different to ISP's offering the same. Look up contention ratio's.

I remember a hotel in Sarasota, FL I stayed in also broadcast its WiFi around the hotel like this, I was very shocked to find a DSL router in the room with a telephone line plugged into it, and it was a massive building as well.
