Indeed, similar to what the UK is currently doing for EU nationals. It's up to the EU to reciprocate now.An agreement isn't needed, though - there just needs to be a visa regimen in place for British nationals in whichever country they want to stay in.

So the deal that was oven baked ready in 2016, that was negotiated by May, then was re-negotiated by Boris and voted in to parliament by a tory majority, is now not ready?
