Actually they have just been paying the membership fees that reduce the amount.They've been quietly paying it, did you expect them to do something different?
Shame, EU bullies don't know how to negotiate, all they know is how to demand and tell countries what to do, they are surprised everytime Boris gives them the finger.
The EU set out their position at the beginning, the UK side has changed theirs a few times but the EU made their point and then stuck to it, that's how things generally work when it's not equals negotiating.

Lets be frank here, she couldn't even negotiate a deal with her own party, mind about the EU. Probably best we try forget about Theresa May like it never happened, she was just an embarrassment of a prime minister, and her dancing didn't win her any fans![]()
