Oh and another issue some guys brought up. They were saying how low our % is for paying fines in Gauteng, 30% or something and how eTolls will be similar. That is very wrong i think.
The traffic dept doesnt seem to care about low % of payment from fines.
The "debt" incurred from e-tolls will be handled by collection agencies who have a vested interest in getting the money. Its way different than not paying a normal fine.

AARTO fines are also collected by an agency with a vested interest in getting the money. Something like 50% of the fine revenue goes to RTIA - NOT the municipality.
Problem is that municipalities are not reliant on fines to repay billions of rands of debts, Sanral and SA Government is. This is why I have been so adamant from the beginning that e-Tolls are here to stay and that both Sanral and Government will do everything possible to implement the system, keep it running and force people into paying.
It seems that SANRAL and the DOT are possibly conspiring together to force people to use the tolled highways by closing alternative routes.
For example the M57 which runs parallel to the R21 from Pretoria to Kempton Park has been closed off between the St Georges's Hotel (near Rietvleidam) and 50th Ave (Olifantsfontein) since at least the 28th December and it is still closed despite the fact that the road has recently been completed and there have been no road works taking place over the festive season.
This is not the only road closure over the festive season as I have heard that other alternative routes were/are also closed for no apparent reason.
Fortunately civil disobedience is taking place and people have made a detour through the veld around the barriers.

VVM is rubbing its hands with glee.
They might be waiting for the municipality to pay them. I've seen the same thing happen here. Municipality is very lax on payment and the companies keep the road closed until they've received payment.
That's a viable explanation but I should imagine it's illegal.
What if the same thing was done to a suburb and all the residents could not get to work?

It's interesting that you jump to that as being the main problem and not the constant problem of the municipality not paying it's service providers.
In response to your post, it's unlikely that it is the only road, there will most likely be other roads in the area which can carry that traffic.
As a tax payer it is neither my fault nor my responsibility to ensure that government or municipalities pay providers on time.
I certainly do not vote for them at the election poles so the only alternative is to take legal action against the municipality which I cannot afford.
Like the R21 which is tolled?
By law, alternative, non-tolled roads have to be available. If not then the e-tolls should be removed from the tolled sections of highway until the alternative routes are usable again.
For the time being I consider the strip of veld around the obstruction as an alternative route.
As a tax payer it is your responsibility to ensure that government or municipalities pay providers on time and that your tax money is properly spent.
I also believed that, but go and try to find the law which says that alternative routes have to be available before a road can be tolled...
