If it was fine previously, the rubber washer on the inlet valve is leaking. That is why the cistern is over-filling...
You are not wrong on the leak, I saw some water coming out of the intake where it connects to the ball's arm. BUT as far as I could see that just filled the tank more which pushes the ball up. Once the arm went up both the intake and the leak stopped, so I don't think that was the problem.
The plastic extender which pushes against the tank edge is quite thin and a bit broken, so I think it slipped a notch or two and that gave the ball more height.
Either way, you'd think that in 2024 we'd have a better way doing this than we did in the 70's
