CAPE TOWN - The Western Cape Education Department says it's not trying to avoid taking responsibility for school safety in gang-stricken Manenberg.

But the department says it does not have the resources to guarantee children are safe travelling to and from school because that is the responsibility of the police.

Last week, staff at five Manenberg schools was granted a high court order forcing the province to improve security at high-risk institutions, but the ruling was overturned days later when the department went back to court to challenge the decision claiming it to be "impractical".

Western Cape Education's Bronagh Casey says they cannot be expected to do the police's job.

“This is why we challenged it in court in terms of learners travelling to and from school in the community. At no stage have we attempted to shake our responsibilities with regard to the learners and employees.”

The ANC has threatened to bring criminal charges against Premier Helen Zille and her education MEC should a pupil in Manenberg be hurt or killed due to gang violence in the community.

There’s been a resurgence of violence in Manenberg.

The ANC’s Marius Fransman says it’s the responsibility of the provincial department to ensure pupils and staff feel safe at schools.

“Teachers and learners must feel safe at schools.”

I'm most disappointed that they went and overturned a socially important court order. I honestly couldn't care less about Fransman.

They say know, because the police must fulfill its mandate to protect the people.
There aren't enough SAPS and Metro staff to handle it all - and then the ANC goes mouthing off that DA run provinces are in ***.

What is the education department supposed to do? Not in their mandate afaik.
Though, just thinking about it on the fly - a bus, like those in the USA would be a start - for kids to be picked up at home and dropped off at school safely.

Only if you are qualified to do so and are in a position to do so.
Unqualified people can actually be prosecuted for doing so if things go wrong.

A socially important court order that was impractical. A court can just as well order National Government to do the same to every school in SA and let's see how far that gets us.

Why should their safety outside school be the education department's responsibility? SAPS? Department of Community Safety?

And they tried for how long to institute an inquiry into police conduct in Khayelitsha, only to be blocked at every corner by the national police minister. :rolleyes:

I see the intended message was completely lost on you, not unexpected from someone so socially blinkered he keeps his kids at home.
