Agreed wholeheartedly about heavy users. Therefore, it is the heavy users who should be limited.
The normal users should not struggle.
Key point here is that the ISPs always have the incentive to lie - as in, even if the bandwidth is not being monopolised by a few individuals, just make more people share the same connection i.e. 40:1 contention.
If users ask - blame it on the 5% - 70% customers. If users buy the argument, then, greater profit. If they dont, well nothing to lose right?
Now in the case of SA - I think, its more a case of government (or individuals in govt) who own shares in Telkom. Since they own shares, it is in their best (private) interest to maximise profit at the cost of SA residents.
Meaning - conflict of interest. A politician will always make money for him/herself rather than the public, although the latter may be the most efficient option.
