So turned out there was an issue with one of the pipes not pushing through the liquid. Changed the cooler out from a ML360L V2 ARGB to a Corsair iCUE H150i Elite Capellix. Only unit they had in stock.
Temps are ranging from 80-85C with 100% load @ 5GHz. Using Intel Extreme Utility to boost to 5.1GHz results in 95-100C with thermal throttling. Amazing what 0.1 GHz boost is causing.
Still playing with the memory timings. Kept it on 4800Mhz with lower specified timings. Seems good for now.

And that 100 Mhz is like 1-2% of performance...that's a perfect illustration of the inefficiency at the end of voltage-frequency curve. It takes a lot of power to get a little more frequency above a certain point (different for different CPU's and GPU's but they all have them).
You're going to have a good time finding that sweet spot of performance, temperature and noise - I enjoy setting up a new machine to get as much performance as possible while remaining quiet.
