There is a larger ideological failure at play now, and the DA is a follower of that failing ideology. In order for SA to survive, it will need a change in ideology.

You continually get your knickers in a knot over this solar thing. Funny thing is you've almost got an idea of what's going on but in your mind you're the expert.
It's very simple: there is a national law (not CoCT by-law) that says no municipality may buy electricity from anybody but Eskom. But you want to rant and rave without a clue as what is allowed and what isn't. It's getting tiring now. Your knowledge of electrical reticulation is probably even more lacking. There are a plethora of technical issues to be taken into account before you just fill every roof with solar panels.

Municipalities given the green light to procure power from IPPs

South Africa has gazetted amendments to the electricity regulations, enabling municipalities to develop their own power generation projects.

There is actually nothing stopping CoCT from going full steam ahead, generating its own power. The A55hole talks a lot of rubbish generally but he is right on one thing, municipalities like CoCT are only interested in delivering you from the Eskom frying pan onto their own braai.

They have a lot of autonomy as far as cutting most of the red tape but they are not really keen on moving with speed as far as that is concerned, because their main concern is that consumers can escape Eskom's clutches but they shouldn't escape the city's.

So far it's still plenty of rhetoric but little in terms of action.
